Project The Woodfibre LNG Project is located approximately 7 km west-southwest of Squamish, British Columbia. It involves the construction and operation of a liquefied natural gas (LNG) export facility on the previous Woodfibre pulp mill site, which will have a storage capacity of 250,000 m3 and would produce approximately 2.1 million tons per year of LNG. Woodfibre Management Ltd. is a privately held Canadian company based in Vancouver and a subsidiary of Pacific Energy Corporation Limited. Position The Loading Master is an integral part of Woodfibre LNG’s dynamic team and will be responsible of all the activities related to mooring and loading of LNG carriers berthing to Woodfibre’s floating storage and marine terminals facility. The successful candidate will report to the Head of Marine Operations and will join early in the project execution phase to support the operations readiness effort for an efficient transition to the operations phase and supporting the company’s objective of becoming a safe, reliable and efficient LNG producer in BC, Canada.   Responsibilities   During the Project Execution phase, the successful applicant will: Provide oversight and technical support to sign long term tug services agreements as well as other terminal services such as piloting. Ensure implementation of company’s TERMPOL project recommendations prior to start of operations, Including the completion of Full Mission Bridge Simulations (FMBS) to the satisfaction of the regulating authority. Marine budget control and foresight contributing to the Plant Operations budget Develop Company’s marine operating procedures as well as government approved terminal operations manual and marine emergency response plan. In alignment with local regulators and authorities. General technical support to the development of other marine logistic services necessary for the plant’s operations Assisting in the commissioning and start-up of the Terminal’s Marine facilities cooldown and first cargo During the Operational phase, the successful applicant will: Act as the Terminal Representative ensuring that LNG Carrier’s mooring, and cargo operations are conducted safely and in accordance with the terminal operating procedures and in line with best industry practices. Loading Master provides the key interface between the vessel and the Terminal coordinating activities and ensuring that a high level of communication is maintained to manage any issues that may arise effectively. Responsible of pre-arrival correspondences with concerned parties, Supervise Berthing, Mooring and Un-berthing of LNG Tankers, Conduct Pre-load meetings with vessel's senior officers, carry out Pre-load safety inspection. Maintain Marine Operational oversight of the cargo transfer operation and will be in attendance for all critical activities to ensure the safe and on time completion of loading operation, conduct periodical safety inspections and issuing of cargo documentation. Revise the LNG Tankers' compatibility studies and support marine assurance vessel pre-approval activities. Provide technical support to marine logistics team, inspect contracted service boats such as barges and other supply vessels, as needed. Fulfill necessary duties as part of the Emergency Response command team as define by the company. Requirements Requirements and Experience Experience as a Master Mariner or Cargo Office for LNG carriers or other liquified gases ships Minimum 5 years’ experience as a Loading Master in LNG terminals Experience in floating LNG facilities preferred (FSU, FSRU, FLNG) Experience in the marine assurance activities such as vessel compatibility assessments and other pre-approval activities General experience in the various marine activities related to the operations of an LNG terminal, including contracting marine services, agency, pilotage, marine logistics. Right to work in Canada preferred Must be able to communicate fluently in written and spoken English. Education Unlimited Master Mariner certificate or unlimited Chief/cargo Officer certificates Dangerous cargo endorsements - Liquefied gas Tankers & Crude Oil Tankers. Skills Highly motivated, team-oriented, strong analytic skills. Ability to identify problems and successfully implement solutions. Be comfortable with a broad interface management role, collaborating with multiple disciplines when required. Ability to solve technical problems as they arise and make decisions on how a problem’s solution will impact the immediate problem and the system. Must be flexible with work hours, overtime, holidays and weekends, as required, to support ship’s schedule, as needed. Willing to comply with WLNG’s drug-free and harassment-free work environment and comply with all safety policies and procedures. Have good organizational, computer and communication skills working in a team environment.
